Evaluation of the Effectiveness of Partnership Engagement to the Sustainable Livelihood Program (SLP) Participants

The evaluation of the Sustainable Livelihood Program (SLP) partnership engagements was conducted to assess the effectiveness of collaborative mechanisms in enhancing the socio-economic well-being of poor, vulnerable, and marginalized communities in the Philippines. Recognizing that sustainable development cannot be achieved by government efforts alone, the SLP has long relied on partnerships with national agencies, local government units (LGUs), private sector actors, non- governmental organizations (NGOs), and academic institutions. This study critically examined the relevance, coherence, efficiency, effectiveness, impact, and sustainability of these engagements, using the Theory of Change and the OECD evaluation framework as guiding lenses.
