The Social Welfare and Development (SWD) Laws Monitoring serves as a key mechanism to ensure LGUs comply with prioritized national policies and to evaluate the extent of their implementation across sectors. This process
ensures that national and local initiatives remain aligned with both international and national commitments to social welfare and human development.
Beyond compliance tracking, the SWD Laws Monitoring provides critical inputs for policy analysis and development, serving as a reference for drafting policy papers, conducting studies, and reformulating national SWD legislations. The results also inform the customization of the Technical Assistance (TA) Plan, Social Protection Plan, and Sectoral Plans, thereby contributing directly to the Department’s overall Policy Agenda.
Furthermore, the monitoring process supports the formulation of actionable recommendations to strengthen policy and program implementation at all levels—City/Municipal SWDOs, Provincial SWDOs, DSWD Field Offices (FOs),
and inter-agency bodies—promoting coherence and responsiveness in social welfare governance.
