Social welfare and development (SWD) concerns are among exigent priorities in the country at present, considering that the incidence of poverty remains to be a daunting challenge for millions of Filipinos. While poverty and the concomitant hunger, unemployment, human-induced and natural disasters, and other forms of vulnerability perturb many individuals, families and communities, the national government has been unceasingly looking for ways to address their socioeconomic and developmental needs; such enormous effort is being concretized through the Philippine Development Plan.
