2021 DSWD Annual Accomplishment Report

In line with performance monitoring and reporting by national government agencies, the Department of Social Welfare and Development (DSWD) prepares an accomplishment report on the implementation of its social welfare and development (SWD) programs, projects and services.

As an agency performance report, the DSWD Annual Accomplishment Report highlights the physical and financial accomplishments for SWD programs, projects and services, specifically related to output performance indicators set in the General Appropriations Act for each fiscal year based on the DSWD Strategic Plan.

The said report is submitted to oversight agencies (i.e., Department of Budget and Management, House of Representatives and Senate of the Philippines) for the national budgeting process and other government-wide undertakings every year. Also, it is shared to individuals and organizations for SWD-related researches/studies.

Sources of data – reflected in the DSWD Annual Accomplishment Report – are the statistical and narrative reports of offices, bureaus and services in the DSWD Central and Field Offices, using the agency’s Harmonized Planning, Monitoring and Evaluation System (HPMES).

In 2021, the DSWD operated for the attainment of organizational and foundational outcomes as lead social welfare agency. Organizational outcomes are intended progressive changes in the clients’ lives or in their behavior and capacity, while foundational outcomes represent improvements in systems and processes.

Accordingly, this 2021 DSWD Annual Accomplishment Report presents the physical and financial accomplishments (in terms of beneficiaries served and funds utilized) for SWD programs, projects and services under the organizational and foundational outcomes of the agency.
